General District Description
District Overview (per Sec. 32-1-104.5(3)(a)(X), C.R.S.)
Longs Peak Metropolitan District is a metropolitan district, a type of special district that serves as an independent local governmental entity organized to finance, construct, operate, and maintain public services, infrastructure and amenities. A metropolitan district acts through its Board of Directors and provides at least two types of services, which may include fire protection, mosquito control, parks or recreation, traffic and safety controls, sanitation, solid waste disposal, street improvements, television relay and translator facilities, transportation, or water.
Public Improvements and Services
The District has constructed and continues to construct public improvements, including street, stormwater, sanitation, water, traffic and safety controls, park, and recreation improvements serving the Clear Creek Crossing development. The District dedicates certain public improvements to other public or private entities and also owns and operates certain improvements. The District’s current services include the financing of completed public improvements, and also provides mosquito control, stormwater, sidewalk snow removal, landscape maintenance, wayfaring, parks and recreation services and programing.
Maximum Debt Authorization
The District is authorized by its service plan to issue debt under Service Plan, as limited by agreement with the City of Wheat Ridge not to exceed a maximum of $60,000,000 in general obligation bonds and/or revenue bonds, subjec to electoral authorization.
Authorized Sources for Debt Repayment
The District is authorized to repay its general obligation debt from any and all legally available revenues of the District, including general ad valorem taxes. The revenue pledged to the Series 2021 Bonds includes ad valorem property taxes, specific ownership taxes, tax increment financing contributions, and credit and add-on public improvement fees imposed on certain retail, admissions, lodging, and service transactions within the District.
Maximum Mill Levy for Debt Repayment
The District’s mill levy is unlimited under its Service Plan, but limited by agreement with the City of Wheat Ridge to a maximum of 50 mills for purposes of the Series 2021 Bonds, subject to adjustment as described in the agreement.
Board Member Qualifications
The District holds regular elections for board members on the first Tuesday after the first Monday in May of each odd-numbered year. The District is comprised of five “director districts.” A person is qualified to be a candidate for election or appointment within a director district if they are an “eligible elector,” as defined in § 32-1-103(5), C.R.S.
